Elgin Bailey is a 2026-2027 Teach Plus Pennsylvania Policy Fellow and 6-8 grade special education teacher and curriculum committee chair at Chester County Intermediate Unit’s The Learning Center in Coatesville, Pennsylvania. The Navy veteran previously spent over 20 years working in youth development, juvenile justice, and behavioral health. Elgin earned an AS in psychology from Delaware County Community College, BS in behavioral health counseling with a minor in psychology from Drexel University, and MS in early childhood education with dual certification in special education from Lincoln University. He is currently pursuing an EdD in educational leadership with K-12 principal certification at Immaculata University.
