Chelsea McGovern is a 2025-2026 Teach Plus Pennsylvania Policy Fellow and social studies teacher specializing in online learning in West Chester Area School District’s high schools in Chester County, Pennsylvania. She serves on the Tech Advocate Team for West Chester East High School and is Technology Rep for the West Chester Area Education Association. Previously, Chelsea taught high school social studies at Pennsylvania Leadership Cyber Charter School. Chelsea was named Citizen of the Year by the Great West Chester Chamber of Commerce (2024), alongside her parents, for her volunteer contributions to the community. Additionally, she served as a graduate student representative for the Enhancing Student Learning Committee for West Chester University’s strategic plan. Chelsea earned a BS in secondary social studies from Duquesne University in Pittsburgh, MEd in applied teaching and learning from West Chester University, and has certificates in Teacher Leadership and Transformative Principalship.
