Jennifer Souza is a 2025-2026 Teach Plus California Policy Fellow and 3rd grade teacher leader at Two Rivers Elementary in Sacramento. She teaches structured literacy, focused on historically marginalized populations, inclusion, and high-quality first instruction. Jennifer has led her school’s Student Success Team. She began her teaching career in 1992 in Maryland, and has taught in Mexico, London, Spain, Turkey, and Brazil. Jennifer earned a BS in psychology from the University of Maryland, MA in teaching methods to multilingual learners from Oxford University, and an MA in international human rights from California State University, Sacramento.
