Emma Francis is the Associate, Policy Research at Teach Plus, where she will serve as a key partner across our Federal Policy and Regional Impact teams. In this role, she will help translate policy research, data, legislative developments, and teacher voice into actionable insights and resources that strengthen our federal and regional advocacy work. She will also continue supporting the strategy, administration, and execution of the National Teacher Policy Cabinet, helping ensure teacher leaders have the knowledge, tools, and experiences they need to engage effectively in policy and advocacy at the federal level.
Over the past several months, Emma served as an external LEE (Leadership for Educational Equity) National Policy Fellow with Teach Plus, working alongside the Federal Policy team on policy development and strategy, supporting the National Teacher Policy Cabinet, and contributing to projects that inform our federal advocacy efforts. Her fellowship experience provided a strong foundation for her transition into this full-time role and deepened her understanding of how research, policy, and teacher voice come together to drive meaningful change.
Prior to joining Teach Plus, Emma taught fourth-grade math and science in Miami-Dade County. At her school, she served as a Digital Innovator and STEAM Club Coach, promoting student engagement through technology integration and interdisciplinary learning. Emma also expanded her policy experience as an intern with the local School Board, where she deepened her understanding of district-level governance and education policy. Her work is grounded in a strong commitment to educational equity, innovation, and empowering educators to lead meaningful policy change.
Emma is a graduate of the University of Pennsylvania, where she earned a Master of Science in Education Policy and a Bachelor of Arts in Environmental Science.
