Norma Mottú Garza is a 2024-2025 Teach Plus Texas Houston Policy Fellow. She is a 4th grade English language arts, reading, and social studies teacher at Charles R. Drew Elementary in Crosby, Texas. With extensive experience in educational leadership and curriculum design, Norma is dedicated to enhancing student literacy and social studies skills. She was a founding team member of the first Knowledge is Power Program (KIPP) elementary school nationwide and served as a Parent Liaison at YES Prep. In this role, she educated parents and advocated for changes in charter school funding laws. Norma’s efforts contributed to the successful realization of public funding for KIPP and YES Prep, both now recognized as public schools. Previously, she served as 7th grade Reading Language Arts Lead Teacher at Cleveland Middle School. Among her notable accomplishments are her contributions to the Covid-19 Trusted Health Ambassador Program and her role as a Senior Community Liaison with the Houston Health Department. Norma has a BS in business management from the University of Phoenix and MEd in administration from Lamar University.
